Yes! Folks with wheelchairs can get their chair close to the kayak for entry and the boat launch nearby.

Dress warm and in layers. A base layer plus a warm insulating layer (should probably stay behind for after the tour) and a wind or waterproof jacket are recommended. Hat and sunglasses are recommended.
